Looking for a free web space provider - that allows external linking.

 OK, I'm sorry for posting another help topic so soon, but my ISP sucks and so I was just wondering if anyone knows of a free web space provider that allows external linking so I can get my damn avatar working?

Well ok, I know how to upload the pic. But the damn URL is too long to fit in for an avatar. Does anyone know how to shorten it? lol, like i've been told ages ago about doing something that makes urls shorter but lead to the same thing without autolinking.
