MP3.com. They even have a Gothic and Gothic Rock section. Though how accurate their labelling is remains to be seen sometimes...
There are however many popular bands from the scene that have some mp3s there... Faith and the Muse, Collide, The Cruxshadows, Abney Park, Voltaire, Autumn, This Ascension, Gossamer, Claire Voyant, Deep Red, Judith, Advent Sleep and many more.
Some interesting music free for download is Vain, see the thread named as such further down in this Topic.
Other sites/download agents have been discussed in this Topic before so check some of the other threads. Be aware that many of these also come with various types of spyware, some of it just to pop up annoying ads, others more insidious things.

Online music stores. Amazon and CDNow etc. will stock some artists. Other than that, check the GOTH.NET Links section. All will be revealed... or, most.

have you considered going to Music City and download the napster-like program, Morpheus? you can get anything you want from there.
Be sure, though, that you research what music is considered gothic instead of dl-ing music and calling it gothic.

...and of course WinMX and DirectConnect.

The new Morpheus "Premium Edition" or whatever blows chunks. It's linked to the gnutella network (as opposed to the Kazaa network) and I've yet to download more than 200Kb of anything through them.
Kazaa meanwhile has been inserting spyware into it's program since around February which gives the owner of said spyware access to use your computer and its resources. It's in the terms when you download/install... but of course nobody reads that. And then, saying no to the spyware means not being able to install the program. A search on news.com should pop up more info on this spyware stuff.
Audiogalaxy is still quite good, even if a lot of songs by popular artists are blocked... though Goth artists aren't really going to suffer from that, and a typo or slight change in searching method can still pop up the results you want.

I've never had too much trouble with blocked songs. I've downloaded hundreds of songs and have only once experienced a blocked song and even then I found an alternate version of the same song on AG that just had a slightly different name and confused AG.
I haven't used WinMX much as it's a resource hog and it's selection of songs is somewhat lacking compared to AG. Maybe as it's network grows it'll get better and the selection of Goth and good underground Metal will get more diverse.
DirectConnect is great. Mostly complete albums, some assorted music, but most folks have the complete albums and you download only as much as you're willing to share your own goodies. I haven't browsed too many of the hubs online. I did find one Goth/EBD/Industrial hub, but there's rarely more than five to ten people online at any one time. Of course if you're looking for a more cozy hub I guess that'd be a good one. I like the Sweden Metalalbums hub as there's an enormous variety of Metal and enough Goth to keep me very busy experimenting new stuff. Usually very crowded. Five hundred users typically.
Morpheus and Kazaa? Pffft! Spare me.
